Exploring the Perspective of Cultural Route and Its Application to the Former Japanese Navy’s Sixth Fuel Factory in Hsinchu

摘要 Abstract
本文試圖說明國際「文化路徑」源頭作法供「臺灣文化路徑」應用發想,延伸思考以「文化路徑」觀點作為推動「日本海軍第六燃料廠新竹支廠」文化資產保存的可能性。 2016 年文化部提出建構「臺灣文化路徑」概念,後續文化部、文化部文化資產局等單位陸續啟動相關研究與個案探討,展開如:「糖業鐵道」、「茶之路」、「產業文化路徑」、「再造歷史現場路徑」等案例的研究。這些計畫顯現過去單一資產的歷史脈絡探討與活化操作,逐漸進入到重視整體性價值與區域保存發展,並提升至「系統性文化資產」及「文化治理」的角度推動整體性公共參與文化建設及公私合作網絡經營的思維。「文化路徑」作為一個新近推動的文化政策概念,尚在嘗試不同面向的詮釋及運作。自 2021 至 2025 年行政院核定「臺灣文化路徑推動社會發展計畫」以來,包含若干主題試行文化路徑:「臺灣多元族群文化路徑」、「產業文化資產文化路徑」、「再造歷史現場文化路徑」及路徑整合平台的操作。台灣電力公司亦從企業觀點進行電業文化路徑的初步規畫,相信未來六燃亦有機會結合中油公司之文化資產進行進一步的文化路徑整體規畫。
This article seeks to provide ideas on the application of the “Cultural Routes of Taiwan” by reference to the origins and practices of cultural routes in different countries, and then explore the possibilities of using it to promote the preservation of the former Imperial Japanese Navy’s Sixth Fuel Factory, Hsinchu Branch. Since the Ministry of Culture proposed the construction of the “Cultural Routes of Taiwan” in 2016, the Ministry of Culture per se and its subordinate agencies like the Bureau of Cultural Heritage have initiated pertinent researches and case studies such as the “Taiwan Sugar Railways,” the “Tea Road,” the “Industrial Cultural Routes of Taiwan,” and the “Regeneration of Historic Sites” projects. These projects demonstrate not only the horizontal transition from exploring historical contexts and revitalizing single cultural asset to emphasizing holistic value and regional preservation and development, but also the vertical elevation of public participation and public-private partnership to the level of “serial heritage” and “cultural governance”. “Cultural route” is a newly promoted cultural policy concept, and the experiments on it from different interpretative and operational aspects are underway. From 2021 to 2025, the Executive Yuan ratified the project titled “The Cultural Routes of Taiwan for Promoting Social Development”. It contains several thematic pilot cultural routes, including the “multi-ethnic cultural route,” the “cultural route of industrial heritage,” the “cultural route of historical sites regeneration,” and the operation of a route-integration platform. In addition, the Taiwan Power Company is also planning for the “Cultural Route of Taiwan’ Electric Utility” from the company’s perspective, while the further planning on the Sixth Fuel Factory may likely be integrated with the cultural assets of the CPC Cooperation into a cultural route of petroleum heritage.
