屏山下的六燃：高雄煉油廠產業文化資產脈絡初探

位於高雄市半屏山北麓，占地廣大的中油高雄煉油廠，曾陪伴高雄人走過七十餘年歲月，也是過去高雄作為工業都市的象徵地標之一。歷史上，這裡曾是日本於第二次世界大戰時期為了軍事目的而設立的軍用產業設施「第六海軍燃料廠－高雄設施」，開啟了臺灣石油煉製產業的開端。二戰後則朝向石化發展，成為了臺灣石化業的原鄉。2015 年，在地方產業轉型與民眾抗爭的背景下，高雄煉油廠正式熄燈，進入長達數十年的汙土整治轉型期。本篇文章主要聚焦過去七十餘年來在這座煉油廠裡所留下具有產業文化資產價值，且已被高雄市政府登錄法定文化資產的建物設施，並系統性地解析這些建物設施背後運作的系統性脈絡，拋出未來應於此設立臺灣第一座石化博物園區的願景與構想。
Lying to the north of Mount Banping in Kaohsiung City, the 70-year-old Kaohsiung Oil Refinery, the most important industrial facility in the city, holds great significance for the local residents. In 1945, the Imperial Japanese Navy established this military factory here for its fuel demand and named it the “Toshien Oil Refinery,” which became later the birthplace of Taiwan’s oil refining industry. In the post-war era, the refinery continued to evolve into a petrochemical factory and became an important base for the petrochemical industry in southern Taiwan.Due to the industrial transformation and the local residents’ protest against environmental pollution, the Kaohsiung Oil Refinery was finally closed in 2015 and required for soil remediation which may last for decades. The purpose of this article is threefold. First of all, it focuses on the value of the refinery buildings that have been officially protected as a part of the industrial and cultural heritage in Taiwan. Secondly, it introduces how the production system operated in the entire refinery. Last but not least, it proposes a new vision for the historic refinery to be repurposed for the first petrochemical museum in Taiwan.
